KLRI held the 4th Forum on Establishing Regional Carbon Neutral Mechanism
 
 
Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) held the 4th  Regional Forum on Establishing Carbon Neutrality System under the theme of “Development of Challengeable Plan for Realizing Carbon Neutrality at a Regional Level”.
 
Along with Kye-Hong Kim, President of Korea Legislation Research Institute, Hyun-Soo Kang, President of Kroea Research Institute for Human Settlements, Chang-Hoon Lee, President of Korea Environment Institute, as well as around 50 experts in the field, the forum was started with the opening speech, following with the discussion, and broadcasted online via KLRI’s Youtube channel.
  
Jung-Hwan Kim, director of Climate Change Strategy Division of Ministry of Environment, presented as a keynote speaker on the theme of “Support for Implementation the Carbon Neutrality at a Regional Level – focusing on the Basic Plan for Carbon Neutrality.” He stressed the importance of the local governments’ role for realizing the carbon neutrality and proposed measures for the governance between the central and the local governments.
 
The KLRI President Kye-Hong Kim said, “The role of region has become more important than before since the implementation of the Carbon Neutrality Act, and stressed, “In order to realize the local government-led carbon neutrality, it is necessary to find and improve the legislative and administrative limits of the local governments. 
 
Meanwhile, the KLRI has been establishing the mid and long-term legislative strategy for realizing a carbon neutral society by 2050, as well as conducting a wide range of research to provide future legislative resolution for coping with climate change.
