The Korea Legislation Research Institute (KLRI), led by President Yeong-Soo Han, signed a memorandum of understanding (MOU) with the Korean Association of Law Professors (KALP), chaired by Professor Choi Bong-Kyung, on Tuesday, February 11, at 4:00 PM. The signing ceremony took place at Seoram Hall, Seoul National University School of Law, with more than ten officials from both institutions in attendance.

Under the agreement, the two institutions will collaborate on various initiatives aimed at promoting legal and legislative research. The key areas of cooperation include:
- Conducting joint research and projects to advance legal and legislative studies;
- Sharing human and material resources for legal education;
- Exchanging academic materials, publications, and scholarly information;
- Collaborating in academic events such as conferences, forums, and seminars.

The MOU also paves the way for revitalizing foundational legal studies through joint efforts such as publishing comprehensive theoretical legal series covering constitutional law, legislative studies, and administrative law. It also aims to strengthen fields such as legal methodology, legal history, and sociology of law. Additionally, the institutions plan to develop public legal education programs and publish related teaching materials, thereby laying the groundwork for advancing legal scholarship.

President Yeong-Soo Han of KLRI stated, “While KLRI has contributed to national legislative policy and the advancement of legal culture, the Korean Association of Law Professors has served as a hub for legal education and practice. This agreement will combine our respective strengths to open a new chapter in legal education and legislative research.”

Meanwhile, KLRI established the Center for Basic Legal Education Research in January 2025 to expand the foundation of legal studies and foster the next generation of scholars. The Center aims to build a roadmap for sustainable foundational legal research and develop and implement public legal education programs.
