Chung Sye-kyun, Former Speaker of the National Assembly, Delivered Presentation at the 32nd Legislative Policy Forum on "A Sustainable Republic of Korea and Role of Legislature"

The Korea Legislation Research Institute (KLRI), headed by President Rhee Ik-hyeon, held the 32nd Legislative Policy Forum on the theme, “A Sustainable Republic of Korea and Role of Legislature,” inviting former Speaker of the National Assembly Chung Sye-kyun as a speaker, at the Rose Room (5F) of the Grand Intercontinental Seoul Parnas, at 7 a.m. on September 10 (Friday). 

Six-term lawmaker Chung Sye-kyun, who has completed his two-year term as the Speaker of the 20th National Assembly in May, served as the chairperson of the Special Committee on Budget and Accounts of the National Assembly, the Minister of Commerce, Industry and Energy, and the leader of the Democratic Party.

In his presentation, Chung pointed out that the Constitution, the basis of the national laws, should reflect the spirit of the times so that the economy, society, and environment can work in harmony. In addition, he suggested the necessity and direction for amending the Constitution.

“Only when the Constitution reflects the spirit of the times as the fundamental law, politics by the people and for the people can be achieved and constitutional values can be realized,” Chung stressed and added, “a sustainable Republic of Korea, which is the zeitgeist of today, has to be achieved by amending the Constitution.” 

Chung also explained the background of proposing a bill for the Framework Act on Digital-Based Industry as a way to preemptively respond to the Fourth Industrial Revolution. The bill contains such details as private sector-led innovation, regulatory reforms towards negative regulation, job creation, and establishment of a system for promoting cooperation between the government and all interested parties. 

The KLRI has been hosting legislative policy forums inviting experts from various fields to explore legislative issues and share opinions on legislative achievements. So far, many experts have participated in the forums and delivered presentations, including Minister of Government Legislation Kim Oe-sook, former Justice of the Supreme Court Yang Chang-soo, and Chairman of the Presidential Committee for Balanced National Development Song Jae-ho.
