Ⅰ. Backgrounds and Purposes
▶ Today, it is the climate change phenomenon that forms the cause of diversity and diversification of causes of energy poverty.
  ○ In the past, we have sought to find the cause of energy poverty from economic poverty, especially considering the life, health and living environment of the poor people in the energy world.
  ○ Climate change phenomena, due to their diversity, are creating a crisis that is hard to predict, regardless of the season.
▶ Energy welfare systems such as energy vouchers currently being implemented in Korea have a wide range of blind spots of energy poverty due to internal and external limitations.
  ○ In the era of climate change, energy poverty is not only an economic cause, but it does not reflect the social reasons such as the composition of the poor.
  ○ Many residents are living in old houses and public buildings that are vulnerable to climate change, and the increase in energy costs due to long-term use of aged heating and cooling equipment is not fully taken into consideration.
▶ In spite of the promotion of various energy welfare projects, it is required to improve the law and system considering the uncertainty of the legal basis, the aspect of climate change and the specificity of the energy poor.
▶ This study starts with the basic conceptual study of the energy vulnerable class and the energy poverty group discussed in domestic and foreign countries, examines the regulations of domestic energy welfare laws and local governments, and introduces legislation items for establishing energy welfare policies in the era of climate change. The goal is to review.

Ⅱ. Contents
▶ This study redefines the concept of domestic energy poverty by looking at the trends and future trends of climate change.
  ○ The phenomenon of climate change does not only lead to personal risks. The phenomena of climate change, such as warming, heat, rain, drought, typhoons, floods, and sea level rise, are very significant in industrial, residential and social impacts.
  ○ Climate change-affected populations that are incompetent or impossible to adapt to climate change can be widespread in terms of individuals and societies, and this is likely to develop into social conflicts that can shake the nation's foundations.
  ○ Nevertheless, there is no clear definition of the concept of climate poor vulnerable people and energy poor in Korea.
  ○ In order to expand energy welfare in the climate change era, it is necessary to clarify the application of energy welfare in consideration of the specificity of the poor and the poor.
▶ In this study, we examined the current status and problems of domestic energy welfare policies and found improvements for the improvement of energy welfare legislation.
▶ In this study, we classify domestic energy welfare law into energy law and welfare law, analyze its content, draw out the limits of individual law, and investigate major local government ordinances that govern domestic energy welfare.
▶ Based on the results of the above research, we proposed the improvement of the legislation of domestic energy welfare system.

Ⅲ. Expected Effects
▶ This study contributes to the improvement of relevant legislation centering on the proposed problems and measures of the proposed energy welfare legislation.
▶ Contributing to the realization of a customized social security task that guarantees the inclusive welfare state strategy that everyone in the government of the present government enjoys and the basic life of the people.
▶ Contributed to fusion research through new discussions on the relationship between climate change and welfare legislation.
