A Legislative Study on the Application of Energy Information to Establish a Platform for the Energy Industry
Ⅰ. Background and Purposes
▶ The humanity has a history that has changed and evolved itself facing the revolution.
▶ Data can be dubbed as the core ‘crude oil’ in the era of the 4th Industrial Revolution and as rice of the new industrial economy.
▶ Energy sources such as electricity, gas, and heat encourage the technological advances or transform industrial structure of the time with the development of human civilization.
▶ Thus, the government needs to establish an energy industry platform that can provide information on personal energy use to third parties, in order to promote energy conversion policies such as renewable energy 3020.
▶ Recently, the government held the Korea New Deal National Report Conference on July 14, 2020 and present the goal of Korea's “transformation from a carbon-dependent economy to a low-carbon economy," ”from an unequal society to an inclusive society“, and ”to become a leading country."
▶ The purpose of this paper is to improve legislation through legal analysis for the construction of energy industry platforms by utilizing big data, which is energy use information so called new oil.

Ⅲ. Expected Effects
○ Although AI (Artificial Intelligence), robots and autonomous vehicles have not come around, this paper contributes to the establishment of energy industry platforms as the use of energy use information is being emphasized amid the huge wave of the 4th Industrial Revolution which would be dominated by artificial intelligence and robots.
○ This paper analyzes legislation on the utilization of energy use information and may be used as basic data for pushing forward the 2+1 policies of "Digital New Deal, Green New Deal, and Safety Net Enhancement" which is dubbed as Korean New Deal.
○ This paper contributes to the development of new energy industries and new technology policies, which can be called inclusive innovative growth, by presenting measures such as the Personal Information Protection Act that allows to use energy information – the new oil – in order to establish a platform for the energy industry; a plan to establish Data Management Office; and a proposal of the "Special Act for the Utilization of Energy Information".
