A study on the legislations for innovation in the Advanced Institute of Science and Technology
Ⅰ. Backgrounds and Purposes
□ The KAIST(Korea Advanced Institute of Science and Technology) is in line with the US intention of helping Korea by preventing the outflow of domestic talents and assisting in the establishment of science and technology-related research institutes or graduate schools of science and engineering based on the domestic demand for national development through science and technology. As a result, it was established and operated.
□ The present KAIST has reached the present day as the KAIS(Korea Advanced Institute of Science) went through the process of integration and separation with other R&D institutions and universities several times. In addition, the science and engineering graduate school model called the 'Advanced Institute of Science and Technology' of the Korea Advanced Institute of Science and Technology has spread to Gwangju, Daegu-Gyeongbuk, and Ulsan regionally. Depending on the perspective, it is thought that the necessity and effectiveness of the geographically dispersed educational and research institutes with a common model called the 'Advanced Institute of Science and Technology' may be questioned.
□ It is thought that various approaches can be used to respond to these various problems and limitations, but in this study, the regulatory system of the Advanced Institute of Science and Technology was identified in a legal and institutional manner, the legal nature of the Institute of Science and Technology was clarified, and it was introduced as a revision of the National University Corporation Act of Japan. I would like to suggest the direction of institutional improvement by introducing the system of designated national university corporations.
Ⅱ. Major Content
□ Chapter 2 covers the current status of 4 Institute of Science and Technology Act and related laws
□ Chapter 3 deals with comparative analysis of related laws, such as National University Corporation Act of Japan
□ Chapter 4 suggests legislation for innovation at the Institute of Science and Technology
Ⅲ. Expected Effects
□ This study is expected to improve of policies to support the promotion of the Institute of Science and Technology
□ This study is expected to educate outstanding scientists and engineers and enhancing the status of Korea
