Ⅰ. Background and purpose
○ Amid the wide spread use of personal mobility as a new means of transportation, there are various ongoing discussions over the improvement of relevant legal systems.
○ Recently, the Government is formulating the Act on Managing and Facilitating Use of Personal Mobility to promote the use of personal mobility and to enhance pedestrian safety through its systematic management.
○ Various discussions are ongoing in connection with improving legal systems related to personal mobility. In this regard, due consideration should be given to the improvement of personal mobility related legislation out of current legal systems and the formulation of personal mobility related statutes in relation to new personal mobility.
Ⅱ. Main Content
○ Legal systems governing personal mobility
- The definition of personal mobility under the Road Traffic Act also covers new forms of personal mobility.
- As of now, statutes governing personal mobility include the Road Traffic Act, the Promotion of the Use of Bicycles Act, the Electrical Appliances and Consumer Products Safety Control Act, the Act on Urban Parks and Green Areas, the Urban Traffic Improvement Promotion Act, and so forth.
- Personal mobility related bills pending in the National Assembly include those partially amending the Road Traffic Act and the Promotion of the Use of Bicycles Act and a bill for an Act associated with personal mobility, and the like.
○ Overseas statutes and regulations underlying personal mobility systems
- Current overseas legal systems related to personal mobility can be divided into standalone statutes or personal mobility related provisions contained in statutes similar to the Road Traffic Act of the Republic of Korea.
- Japan has underlying provisions for personal mobility in its Road Traffic Act, and also has the Industrial Competitiveness Enhancement Act and regulatory sandbox for the purpose of innovating regulation governing personal mobility.
- Germany and France had administrative legislation to regulate personal mobility. Recently, however, France has included personal mobility as subject of regulation and industrial promotion through its law to promote personal mobility.
- Singapore has the Active Mobility Act 2017 regulating personal mobility.
○ Measures to improve legal systems related to personal mobility
- It is necessary to formulate new legislation that can give due consideration to the management as well as the industrial promotion of personal mobility. 
- When it comes to new statutes related to personal mobility, it is reasonable to legislate a special Act.
- A partial amendment to the Road Traffic Act related to personal mobility needs to be made in the direction of enhancing regulation over the safety of pedestrians and drivers.
- The Act on Managing and Facilitating Use of Personal Mobility (bill) may be organized to include general provisions, provisions regarding the management of personal mobility and facility of use, means of using personal mobility, and the promotion of using personal mobility, supplementary provisions, and addenda.
 
Ⅲ. Expected Effects
○ Laying the legislative groundwork for promoting the use of personal mobility and managing the safety of pedestrians
○ Suggesting the criteria to build a legislative base to systematically and continuously implement personal mobility policies 
○ A study on improving legislation related to personal mobility can serve as comprehensive data for amending the Road Traffic Act and enacting personal mobility related statutes.
