Ⅰ. Backgrounds and Purposes
▶ Although measuring social value is the beginning of all policies in institutionalizing social value and establishing policy, in-depth discussions on the issue is insufficient.
○ Recognizing the limitations and problems of existing social value measurement, this study aims to lay the foundation for establishing a reliable index for social value measurement based on national statistics as part of preemptive support for social value and social economy-related legislation.
○ The purpose of this study is to review existing social value measurement indicators and methodologies and to suggest legal and institutional directions for building data at the national level for the objective measurement of social values.
 
Ⅱ. Measurement of Social Value 
▶ This study is an initial attempt to build nationally approved statistics by measuring social values. It focuses on indicators that can be constructed as nationally approved statistics within a short period among various social value measurement indicators currently used in practice.
○ Among the social value level measurement at the national level and the social value level measurement at the organizational unit, this study focuses on the latter, the social value level measurement of the organizational unit.
○ This study was conducted by benchmarking 231 ‘methodologies that developed indicators’ that measure the level of achievement of the 17 goals and 169 SDGs, Tier Classification.
▶ By fusing previous studies related to social value measurement, existing indicators are classified into Tier 1 to 3 based on data construction and measurability, and indicators that can be used as Tier 1 and indicators converted to Tier 1 are derived.
○ When simply categorizing currently used indicators: ① job creation, ② employment continuity, ③ worker welfare, ④ support for the underprivileged, ⑤ social value orientation of products and services, ⑥ safety management, ⑦ environment conservation, ⑧ win-win cooperation, ⑨ social contribution, ⑩ can be classified into communication and participation.
 
Ⅲ. Legislation of Social Value Statistics
▶ Tier 1~3 indicators are placed in 13 categories of the Framework Act on Social Value (draft) and five categories derived from previous studies to check which categories have more and fewer indicators visually.
○ Overall, indicators related to employment were developed equally in both Tier 1 and Tier 2, while indicators related to democratic decision-making and participation and communication were hardly developed.
▶ Deriving the direction of the establishment of statistics for measuring social value
○ It is necessary to clarify the scope of data acquisition for the establishment of national approval statistics.
○It is necessary to prepare a unified standard for each indicator's measurement formula and build a more diversified pool of social value indicators.
▶ Future challenges and directions for the development of Tier 2 and 3 
○ In-depth research for the development of surrogate variables should be carried out. Research on common and individual social value indicators should be conducted by dividing the social economy, public domain, and for-profit domains.
