Revision and Implications of Citizens' initiatives in EU
Ⅰ. Research purpose and background
▶ Efforts to promote direct democratic participation in the EU as well
○ The EU Citizens Initiative(ECI) was established in 2011 in accordance with the Lisbon Treaty.

○ Too few ECIs are actually introduced and adopted by the Commission

Ⅱ. Main contents

- Europe is composed of numerous countries with distinct histories, divided for historical and geographic reasons.
- It is necessary to more closely integrate the EU as a transnational community by maximizing the democratic participation of citizens.
○ Although it is a supranational organization, the existence of the European Union must be justified.
▶ ECI after the Lisbon Treaty
○ Before the Lisbon Treaty, it was difficult to find a participatory democratic system for EU residents.
○ Based on the Lisbon Treaty, ECI Regulations were enacted in 2011
- The application of this rule, which came into effect in 2012,
- Many ECIs were sent to the committee, but the committee did not adopt it for various procedural reasons.
