Ⅰ. Research purpose and background 
▶ Efforts to promote direct democratic participation in the EU as well
○ The EU Citizens Initiative(ECI) was established in 2011 in accordance with the Lisbon Treaty.
 - Officially launched in 2012
○ Too few ECIs are actually introduced and adopted by the Commission
 - Insufficient in achieving the goal of enhancing direct democratic participation
▶ 2019 Revision of ECI Regulation
○ To increase direct democracy participation as ECI
 -  Amendment to help EU citizens participate in ECI
○ To obtain implications for measures to increase Korea's direct democratic participation
 
Ⅱ. Main contents
▶ formation of europe
○ Europe has many different peoples, traditions and countries. In addition to the large countries, there are various countries in Europe divided by rivers, mountains and seas.
▶ The process of EU integration
○ In the past, after the era of war, France and Germany sought to turn each other's threats into a community that shared peace and economic achievement.
○ After a long process, EU was established through continuous and tighter integration.
▶ European Integration and ECI
○ Democracy can only be achieved when self-government by citizens works well.
 -  Europe is composed of numerous countries with distinct histories, divided for historical and geographic reasons.
 -  It is necessary to more closely integrate the EU as a transnational community by maximizing the democratic participation of citizens.
○ Although it is a supranational organization, the existence of the European Union must be justified.
▶ ECI after the Lisbon Treaty
○ Before the Lisbon Treaty, it was difficult to find a participatory democratic system for EU residents.
○ Based on the Lisbon Treaty, ECI Regulations were enacted in 2011
 -  The application of this rule, which came into effect in 2012,
 -  Many ECIs were sent to the committee, but the committee did not adopt it for various procedural reasons.
○ Citizen Initiative Rules Amended 2019 Rules to achieve the original purpose
 - The activation of citizen initiatives is shown numerically
▶ The development of modern IT technology enables the adoption of direct democracy through various electronic methods.
○ In addition to ECI, electronic systems such as e-petitions are being adopted one after another.
○ There is an aspect that a new horizon for the development and promotion of democracy has emerged,
○ It is necessary for Korea to adopt a virtuous cycle while overcoming its side effects.
