Ⅰ. Backgrounds and Purposes
▶ Over the past few years, the international community has been discussing ethical norms to be considered in the artificial intelligence society, and recently, there has been a movement to legislate matters that should be particularly emphasized and observed in AI ethics issues.
○ For example, the 2019 Algorithmic Accountability Act in the United States, the AI Regulation Proposal of the EU Commission, and the 2021 Direct on Automated Decision-Making in Canada are representative.
▶ This foreign trend shows that AI-related issues, which have been mainly discussed at the ethical level, are gradually becoming legalized, so it is necessary to investigate and analyze foreign legislative trends and refer to Korea's policy and legislation surrounding the development and use of AI.
▶ Therefore, this study intends to propose a plan to legislate AI-related ethical issues in Korea in the future through comparative analysis of AI ethics principles distributed so far by various organizations or institutions internationally.
 
Ⅱ. Major Content 
▶ Comparative analysis of domestic and foreign major artificial intelligence ethical models
○ Comparative analysis by subject of distribution of artificial intelligence ethical model
▶ Actively use softlaw at the level of self-regulation rather than compulsory legislation
○ At Korea and abroad, not only in the private sector but also at the national level, soft laws such as self-regulation, 'standards', and 'guidelines' are being actively used rather than compulsory legal systems. Considering that the development of artificial intelligence should be preceded, it would be desirable to voluntarily secure the ethics of artificial intelligence through autonomous regulatory means or non-compulsory norms.
▶ Propose the direction and method of AI legislative promotion
○ In the artificial intelligence legal system, guaranteeing human-centered core values should be established as a basic principle, and an approach to ethics will be implemented from that.
○ It is desirable to guarantee human freedom and rights, and to introduce restrictions centered on high-risk artificial intelligence in a limited way, and expand step by step according to the development of artificial intelligence.
○ Rather than specific ethical standards, promote the legal system in the direction of establishing ethical principles and establishing procedures to secure ethics.
○ Give incentives or self-regulation to certain effects in the case of promoting artificial intelligence legislation
○ It is possible to establish a legal system for the promotion of artificial intelligence and related industries while stipulating artificial intelligence ethics and core principles.
 
Ⅲ. Expected Effects
○ It is expected to provide basic data for reference in related domestic legislative processes in the future by presenting the direction and plan for legislation of AI ethics issues.
○ It is also expected to contribute to enhancing the discussion and interest of industry-government experts in AI ethics and law and promoting follow-up research.
