Data–based Evaluation of Legislation(IV) - Framework Act on International Development Cooperation
Ⅰ. Backgrounds and Purposes
○ The need for a foundation to operate international development cooperation (ODA) in Korea has been raised to actively respond to the changing international realities in the field of international development cooperation and to the status of Korea as a global pivotal state.
- Since the enactment of the International Development Cooperation Act in 2010, it has been revised every 2-3 years to overcome its problems and limitations.
○ Comprehensive problems have been raised about the public development assistance (ODA) system, such as the lack of a comprehensive strategy, insufficient linkage between concessional and non-concessional aid, and fragmentation of non-concessional aid.
- In 2020, the International Development Cooperation Act was completely revised to address these issues.
○ Continuous problems have been raised, such as improving the consistency of policies centered on the International Development Cooperation Committee.
- The need for retrospective legislative evaluation for improving the basic principles of international development cooperation, the role of the International Development Cooperation Committee, and the improvement of the ODA evaluation system has emerged.
Ⅱ. Major Content
○ Current status of ODA projects and key issues for legislative evaluation
- International development cooperation projects, overview of the International Development Cooperation Act, and review of key issues and targets for legislative evaluation
○ Interviews and surveys of international development cooperation experts
- Verification of the feasibility (effectiveness), legal conformity and systematicity, and fairness of the International Development Cooperation Act
○ Legislative evaluation of the International Development Cooperation Act
- Legislative evaluation of the International Development Cooperation Act as a basic law
- Legislative evaluation of the role of the International Development Cooperation Committee
- Legislative evaluation of the evaluation system for ODA projects
- Economic impact analysis of ODA
Ⅲ. Expected Effects
○ Evaluation of the effectiveness (effectiveness) and appropriateness of the means through the legislative evaluation of the International Development Cooperation Act
- Guaranteeing the consistency and effectiveness of international development cooperation policies through the International Development Cooperation Act
○ Identification of the problems and limitations of the International Development Cooperation Act through surveys of international development cooperation experts, etc., and preparation of improvement measures
- Development of improvement measures for ODA projects and revision of the International Development Cooperation Act
