Data-driven Evaluation of Legislation(IV) - Laws and Regulations Related to the Family Care Youth Support policy
I. Background and Purpose of Research
○ There are various issues raised regarding the lack of quantity and quality of family caregiving services in Korea, as well as the inconvenience of using these services and the lack of public awareness about them.
- In particular, it has been analyzed that vulnerable groups, such as young family caregivers, face more difficulties in utilizing family caregiving services.
○ The Ministry of Health and Welfare announced the "5 Major Tasks of Youth Welfare Policy (Family Caregiving Youth Support Policy)" on September 19, 2023, aiming to raise awareness of youth family caregiving and expand and improve related services.
- Young people involved in family caregiving often experience a decline in their quality of life and face barriers to economic participation and social integration.
○ Conduct a comprehensive post-legislative evaluation of basic and metropolitan local government ordinances on supporting young family caregivers, along with a concurrent legislative evaluation of related bills submitted to the 21st National Assembly.
- A pressing need has arisen to analyze the effectiveness, impact, and policy achievement of support policies for young family caregivers who fall through the cracks of various social services, and to propose appropriate legislative alternatives

○ Key Issues in Legislative Evaluation
- The evaluation of ordinances and laws supporting young family caregivers, considering the targets and challenges involved in assessing their impact.

Ⅲ. Expected Effects
○ To conduct a post-enactment evaluation of ordinances related to young family caregivers, we will simultaneously implement data-based evaluations, such as in-depth interviews and surveys, and normative evaluations to analyze the policy achievement, effectiveness, and impact of the ordinances based on data.
- To ensure the consistent implementation and effectiveness of support policies for young family caregivers through the Family Caregiving Youth Support Ordinance.
○ To enable data-driven analysis for legislation that can efficiently promote support policies for young family caregivers, a concurrent legislative evaluation will be conducted on various legislative efforts related to supporting young family caregivers.
- By evaluating the legislative efforts initiated in the 21st National Assembly and the process thereof, we aim to ensure the enactment of consistent and effective legislation for supporting young family caregivers.
