KLRI holds the 2nd Global Forum on Climate Change Law and Institutions

Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) held the 2nd Global Forum on Climate Change Law and Institutions under the theme of ‘Issues in Eu’s Carbon Border Adjustment Mechanism’ at Korea University on July 21 (Wed., at 16:00), with Center for Global Climate and Marine Governance of Korea University (CGCMG), Center for Climate and Sustainable Development Law and Policy (CSDLAP, Director Suh-Yong Chung), and the Korean Society of Climate Change Research (KSCC, President Dong-Woon Noh) as co-hosts. 
 
Following the 1st Forum which was taken place on June 30, the 2nd Forum presented future-oriented vision for a carbon-neutral society with the latest discussion on the details of the Carbon Boarder Adjustment Mechanism (CBAM) announced by the EU on July 14. 
 
Starting with the opening speech by KLRI President Kim, the forum was followed by welcoming speech by Kak-Soo Shin, CSDLAP adviser and former Vice Minister of Foreign Affairs, and by congratulatory speech by KSCC President Dong-Woon Noh. 
 
KLRI President Kim said in his opening speech, “Korea has a great interest in the direction of the CBAM policy because the steel industry which is one of the sectors applied by the CBAM phase 1 accounts for a large part of the Korean economy. I hope that the Forum sheds a light to solutions to the uncertain issues of carbon pricing and carbon credit deduction.”
 
Speakers of the Forum included Benoit Lori, Minister Counsellor of Delegation of the EU to the ROK, Andrei Marcu, Director of European Roundtable on Climate Change and Sustainable Transition, and Georg Zachmann, Senior Fellow of Bruegel. The speakers made insightful presentations on the goal and overview of the EU’s CBAM, legal roadmap, and challenges ahead. 
 
The discussion session afterwards had the following discussants who contributed to in-depth discussion: Jae-Min Lee, Professor at Seoul National University School of Law, Eun-Hye Jang, KLRI Climate Change Legislation Team Leader, Jae-Yong Huh, Senior Researcher at POSCO Research Institute, Sang-Joon Lee, Senior Research of Korea Energy Economics Institute, and Jung-Hoon Han, Associate Professor at Seoul National University School of International Studies. 
 
KLRI plans to hold four times of Global Forum on Climate Change Law and Institutions throughout this year in order to establish a forum to discuss legislative measures to counter climate change. This forum was the second of the four planned events.
