Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) held a joint academic conference with Sunchon National University(SCNU)’s Bummin Law Research Institute under the theme of ‘Peace and Coexistence between South and North Korea and Law Order’ at the Paruhall and Conference room (1st Fl.) of SCNU’s Industry-Academic Cooperation Foundation.

This conference was a place to review the legislative issues on unification in relation to the direction of the government’s unification policy from various perspectives and to seek practical alternatives to legal issues that may arise fundamentally in the process of inter-Korean exchange and cooperation. In particular, the conference took the analytical approach on the issues from a legislative perspective of the central government and of local governments for peace and coexistence between the two Koreas.

“It would be difficult to normatize the era of unification on the Korean Peninsula because few have properly experienced the united Korea,” said KLRI President Kim. “It is very meaningful to have experts of public law and unification law gathered at a time of strained relations between the two Koreas. I hope that this conference may become a silver lining of the Korean peace process.”

Starting with a keynote presentation on the title of ‘New Legislative Order for Peace and Co-existence between South and North Korea’ by Gyeongsangnam-do Provincial Police Commissioner Hyun-Tae Kim (former President of Changwon University), four topics were presented in two sessions. Four discussants per each topic participated in in-depth discussion.

Jang Won-gyu, KLRI Senior Researcher Fellow who made a first presentation under the topic of ‘Legal Task of Implementing the Economic Community on the Korean Peninsula: based on the Understanding on North Korea,’ stressed that the implementation of the inter-Korean peace system and the associated economic community should be carried out in the process of establishing legislation that harmonizes the political and normative approaches rather than by some political events.

Meanwhile, KLRI completed an MOU with the SCNU’s Bummin Law Institute in 2016 and has carried out joint research projects and other research-related cooperation.
