The Korea Legislation Research Institute (President Kye-Hong Kim) held the 1st Global Forum on Climate Change Law with honorable guests including the Center for Global Climate and Marine Governance of Korea University, the Center for Climate and Sustainable Development Law and Policy (President Suh-Yong Chung) and the Korean Society of Climate Change Research (President Dong-Woon Noh) under the theme of “Article 6 of the Paris Agreement and overseas reduction for NDC Implementation.” This event was held at the conference room of the 100th Anniversary Samsung Hall of the Korea University on May 12 (Thu. 3pm), as well as broadcasted live via Youtube.

The forum was organized to recognize the importance of Article 6 of the Paris Agreement and discuss the direction of overseas reduction for NDC implementation, as the 26th UN Climate Change Conference (COP26) held in November 2021 adopted Article 6 of the Paris Agreement and the detailed implementation rules of the international carbon market were finalized six years after the 2015 General Assembly.

The event started by the keynote address of two international speakers, and roundtable discussion was followed by seven domestic experts. Andrei Marcu, director of the European Council for Climate Change and Sustainable Transition (ERCST), and Suzi Kerr, chief economist of the Environmental Protection Fund (EDF), participated in the keynote speech. The following discussion included Eun-Hye Jang, director of the Climate Change Legislation Team at KLRI, Min-Young Han, director of the Climate Change, Energy, Environment, and Scientific Affairs Bureau at MoFA (Korean Ministry of Foreign Affairs), Sung-Yo Choi, director of Communications and Cooperation at the Carbon Neutrality Commission, Do-Hun Kim, director of International Greenhouse Gas Reduction Team at MoTIE (Ministry of Trade, Industry and Energy), Young-Hwan Park, director of Overseas Safety Resources at Korea Forest Service, Hye-In Heo, director of the International Climate Change Cooperation Center, and Ji-Won Jung, head of the Center of International Development Cooperation at KIEP (Korea Institute for International Economic Policy).

Meanwhile, the Korea Legislation Research Institute has been holding the Global Forum on Climate Change Law and Institutions four times a year since 2021 to provide a place for discussion in the legal field in order to cope with climate change and to present a vision for a carbon-neutral society. In 2022, following the first forum, three forums will be held on pending issues related to climate change and carbon neutrality.
