KLRI Hosts 2025 K-Law Forum in Mongolia

The Korea Legislation Research Institute (President Yeong-soo Han) successfully hosted the 2025 K-Law Forum on Tuesday, May 13th (Mongolian local time) at the Academic Conference Hall of the National University of Mongolia in Ulaanbaatar, Mongolia. The forum was held under the theme “Reflecting on the Past, Envisioning the Future: Advancing Korea-Mongolia Legislative Cooperation.”
    
Since 2012, the Korea Legislation Research Institute has annually hosted the K-Law Forum to enhance understanding of Korean law on the international stage and promote its globalization. The forum invites researchers of Korean law from major overseas institutions to discuss ways to disseminate and develop Korean law.
   
This forum was organized to review the achievements of legislative cooperation between Korea and Mongolia and explore future cooperation strategies. Hyung-gun Kim, Director of the Department of International Cooperation at the Korea Legislation Research Institute chaired the presentation session during which Se-hun Park, Team Leader of the Regulatory Reform and Financing Legislation Team at the KLRI, and B. Oyungjargal, Professor at the Faculty of Law, National University of Mongolia, introduced their country's future mobility-related legislation and discussed key issues.
   
In his presentation, Team Leader Park pointed out the limitations of existing legal frameworks in the face of emerging technologies and proposed legislative responses. He particularly emphasized that the core conditions for future mobility, centered on UAM, require the simultaneous development of three elements: aircraft, infrastructure, and systems. He projected that this approach would enable the systematic cultivation of future strategic industries.
  
Following this, Jeong-won Park, Director of the Korean Law Education Center at Kookmin University's College of Law, introduced the Korean law education program at the National University of Mongolia under the theme "Legal System Cooperation between Korea and Mongolia: Evaluation and Challenges of Korean Law Education in Mongolia" and presented opinions on the future direction of legislative exchange between the two countries.
   
A comprehensive discussion followed the presentation session. Key figures from Mongolian legal institutions, including the National University of Mongolia, the Mongolian Law Research Institute, and the Mongolian-Korean Law Research Institute, attended and discussed measures for legal cooperation between the two countries.
  
Yeong-soo Han, President of the Korea Legislation Research Institute, stated, “It is highly significant that the K-Law Forum that used to be held primarily in North America, was hosted for the first time in Asia, in Mongolia, to commemorate the 35th anniversary of Korea-Mongolia diplomatic relations.” He added, “We hope this forum serves as a turning point for both countries to share mutual experiences in the field of legal systems and, based on this, advance toward a substantive cooperative relationship.”
  
Meanwhile, the Korea Legislation Research Institute is striving to enhance the status of Korean law globally. This includes conducting training programs on Korean law for overseas legal scholars, public officials, and legislative practitioners to systematically and professionally introduce Korean law to the international community.
