KLRI Hosts 2025 Second International Forum on Fundamental Legal Studies

The Korea Legislation Research Institute (President Yeong-soo Han) held the 2025 Second International Forum on Fundamental Legal Studies on Wednesday, May 28th, in the Constitutional Court's 1st floor Conference Room. The forum's theme was "The Role of the Constitutional Court in Safeguarding Democracy: Recent Challenges and Lessons Learned."
This forum, the second event following the inaugural international forum held in March, provided an opportunity to deeply examine the relationship between democracy and constitutional adjudication and to reflect on its significance.
Notably, Justice Goodwin Liu of the Supreme Court of California attended the forum, drawing significant attention. In his presentation, Justice Liu analyzed the historical trajectory of the U.S. constitutional interpretation and how the U.S. Supreme Court has safeguarded democracy amidst recent political and social challenges. He also shared insights on the role of the judiciary and relevant legal principles in this process.
The subsequent comprehensive discussion session saw participation from approximately 50 individuals, including Acting Chief Justice Hyung-doo Kim of the Constitutional Court, researchers from the Comparative Constitutional Law Research Group affiliated with the Constitutional Court, and researchers from the Korea Legislation Research Institute. They compared and discussed constitutional adjudication cases from Korea and the United States. This facilitated a joint exploration of the development direction and future tasks for constitutional adjudication from an international perspective.
Yeong-soo Han, President of the Korea Legislation Research Institute, stated, “Democracy and the rule of law are currently facing diverse challenges worldwide,” adding, “Comparing the cases of Korea and the United States and discussing how constitutional adjudication ensures the sustainability of democracy provides very important insights for legal experts and policy makers.”
Meanwhile, the Korean Legislation Research Institute plans to further invigorate international academic exchanges centered on various fundamental legal research topics, leveraging this forum as an opportunity. It also intends to solidify cooperative frameworks among domestic and international researchers and strive for the establishment of the rule of law as well as the continuous advancement of legal studies.
