KLRI held the 10th Regulatory Innovation Legislation Forum.

Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) held the 10th Regulatory Innovation Legislation Forum under the theme of ‘Performance and Challenges of the Korean-style Regulatory Innovation’ on Oct. 18 (Mon). The number of people participated in the forum was limited to a minimum in order to prevent the possible spread of COVID-19. The forum was held online as well and broadcast live. 
 
Starting with the opening speech of KLRI President Kim and the welcoming speech of Director-General Jung-Won Lee of the Regulatory Reform Office of the Office for Government Policy Coordination, Chairperson Sang-Jo Kim of the Presidential Council on Intellectual Property (Seoul National University School of Law) made a keynote presentation on ‘Technological Innovation and Industrial Regulation.’
 
The first presentation session was held under the sub-theme of ‘Institutional Initiative for Regulatory Innovation and its Challenges.’ The presenters included Soo-Jung Choi, director of Regulatory Impact Assessment Center at the Korea Small Business Institute  who spoke on ‘Status of Regulation-Free Special Zone and Future Tasks’ and Jong-Jun Park, professor of Gangwon University School of Law who spoke on ‘Legal Analysis on Regulatory Issues in Industrial Promotion Laws’. 
 
Following after the first presentation session, discussion session was held with Yong-Hyuk Cho as moderator. Six discussants namely Tae-Un Koo, attorney at LIN, Do-Young Song, attorney at Veat, Young-Gi Song, President of Council for Corporation with Industrial Convergence and Regulatory Sandbox Permission, Hong-Geun Gil, former secretary-general of the National Research Council for Economics, Humanities and Social Sciences, Young-Jun Gil, CEO of Huinno, and Jae-Wook Ma, Manger of New Digital Industrial System Dept. of the Ministry of Science and ICT. They voiced out their views on imminent tasks and challenges that many industrial sectors are facing for regulatory reform. 
 
The following second session was held on the sub-theme of ‘Conflicts Arising over Regulations in New Industries and Social Consensus.’ The presenters were Kwang-Ho Lee, Senior Researcher at the Science and Technology Policy Institute speaking on ‘Direction of Discussion among Stakeholders for Regulatory Reform in New Industries’, and Won-Jun Jeong, KLRI Research Fellow, speaking on ‘Legislative Needs for Social Consensus’. 
 
The following discussion session was held with Kyu-Ho Lee, Professor at Chung-Ang University School of Law as moderator and six discussants namely Hyung-Jun Jeon, Professor at Dispute Resolution Research Center of Dankuk University, Do-Seok Lee, Research Fellow of Korea Institute of Public Administration, Sang-Yong Lee, Professor at Kunkuk University School of Law, Ji-Won Sun, Professor at Kwangwoon University Faculty of Law, San-Gu Cho, WeHome CEO, and Jung-Jae Ryu, Service Industry Innovation Team manger of Ministry of Economy and Finance. 
 
KLRI Research Fellow Won-Jun Jeong introduced cases of regulatory conflicts related to shared services in Korea and presented the needs and demands of legislation for new industries. He proposed in his presentation the draft of the ‘Act on Operation and Support of the Social Consensus System (tentative)’; the establishment of a permanent legal body and the empowerment of a competent ministry; and overall design scheme of the draft bill including procedural substance and means. 
 
The Regulatory Innovation Legislation Forum has been held annually since 2019. There have been three successful forums this year alone from the 8th forum (Data Regulatory Innovation in Digital Transformation: Influence and Prospects of Industry), the 9th (Metaverse, The Rise of the Expanded Virtual World and Challenges), and the latest 10th.
