KLRI and MOLEG jointly held the 2021 Administrative Law Forum

 Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) and the Ministry of Government Legislation (MOLEG, Minister Kang-Seop Lee) co-hosted the 2021 Administrative Law Forum under the theme of the Role of the Government in the Great Shift and the Future Direction of Administrative Law at the Conrad Seoul (at Park Ballroom) on November 12 (Fri.). 
 
The forum was jointly organized by eight organizations namely Korea Public Law Association, Korea National Law Association, Korea Comparative Public Law Association, Korea Local Government Law Association, Korea Land Public Law Association, Korea Administrative Law Association, Korea Environmental Law Association, and Korea Administrative Law and Practice Association. The forum was taken place for the purpose of examining the changes in the role of the government and in administrative legislation in the era of the great shift as requested by the rapidly changing society.
 
The forum received approximately thirty distinguished guests and participants including KLRI President Kye-Hong Kim, Minister Gang-Seop Lee, Chairperson of the National Assembly's Legislation and Judiciary Committee Gwang-On Park as well as Chairperson of the National Assembly's Political Affairs Committee Jae-Ok Yoon who delivered his congratulatory message on video. 
 
The first academic discussion session was moderated by Professor Nam-Cheol Kim at Yonsei University. Chairpersons of the seven Law Associations organized this forum participated as discussants and discussed the future direction of the government and administrative law in the great shift. The seven chairpersons included Jae-Kyu Kang President of Korea Local Government Law Association, Jong-Cheol Kim President of  Korea Public Law Association, Jong-Hyeon Seok President of Korea National Law Association, Il-Se Lee President of Korea Administrative Law Association, Hun Jung President of Korea Environmental Law Association, Ho-Kyung Jung President of Korea Administrative Law and Practice Association, and Woo-Yong Choi President of Korea Comparative Public Law Association. 
 
The second part of the forum had two break-out sessions with total eight sub-themes: Innovation and Modernization of Administrative Law (Public Law); Next Legislative Tasks After the Enactment of ‘General Act on Public Administration’; Constitutional Provisions on the Governmental Administrative Organizations; Tasks in Land Public Law; Direction of the Improvement and Revision of Administrative Appeal Procedure; Korea’s Proactive Administration and Legal Dynamic; Climate Change and Response in the Aspect of Environmental Law; and Municipal Controls and Decentralization and Reshuffling of Municipal Administration. 
 
Presenters at the sessions included Professor Joong-Kwon Kim at Chung-Ang University School of Law, Professor Ki-Chun Lee at Pusan National University School of Law, Professor Jin-Sik Yoo at Chonbuk National University School of Law (President of Korea National Law Association), Professor Sung-Wook Huh at Seoul National University School of Law, and Research Director of Korea Land and Public Law Association. Discussants were Ok-Sun Baek, KLRI Senior Research Fellow, Geok-Bong Bang Director-General of MOLEG, and Chul-Ho Yoo Team Manager at MOLEG’s Administrative Legislation Innovation. 
 
KLRI president Kim spoke, “The role of KLRI as the national research institute is to foresee changes of the future society and present a legislative direction in advance. Facing the great shift especially accelerated by the pandemic and the consequent shift into the non-contact society, we need to find specific answers to such changes. As it is not an easy path, I hope all scholars and experts in the field of administrative law and public law attended here today share their knowledge and wisdom to produce fruitful result today.”
