KLRI held the 19th Unification Law Forum

Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) held the 19th Unification Law Forum under the theme of ‘Research on North Korea's Information and Communication Technology (ICT) Legislation’ on December 15 (Wed., at 2 pm) at the seminar room on the Ventago Serviced Office in Seoul (16th fl.).
In the opening speech, KLRI President Kim said, “ICT is a key area in North Korea's science technology and education policies in the era of digital transformation. I hope that this forum contributes to enhancing the understanding on the information and communication legislation of North Korea. It may further contribute to upgrading the legislation related to ICT between South and North Korea and facilitate exchanges and cooperation of the two Koreas’ ICT industries.
The forum consisted of a presentation by Attorney Doo-Youn Hyun of SeSeung LLC and a comprehensive discussion of participants. The presenter introduced the system and history of North Korea's ICT law and compared the two Koreas' ICT laws in five areas of the purpose of the law, the role of the state, the protection of users, the accountability for violations of the law, and the future of the information and communication industry. He pointed out, “The current North Korean ICT law does not have an institutional mechanism to enhance the information and communication industry as its national leading industry. The North Korean ICT law should allow free use and access to the information and communication networks and establish provisions on the protection of users’ rights and personal information in the long run.”
The following discussion session had Kyu-Chang Lee, Senior Researcher at the Korea Institute of National Unification, Jang-Hee Lee, Emeritus Professor at Hankook University of Foreign Studies, and Chan-Ho Lee, Attorney at Bae, Kim and Lee LLC, as discussants who made in-depth discussion on the presentation.
