Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) held Expert Roundtable with the title of ‘Energy Innovation for Carbon Neutrality’ on December 14 (Tue., at 1.30pm) at the conference room of the Post Tower (10th fl.) in Seoul.

This event provided a forum to discuss legislative tasks for the foundation of hydrogen economy with experts from home and abroad at a time when the world has been responding rapidly to pre-occupy the global hydrogen market by setting specific goals and action plans for the realization of carbon neutrality against the climate change.

KLRI president Kim said in his opening speech, “Korea has the world-class competitiveness in terms of ‘technology’ using hydrogen but it needs a balance in the development throughout the related industries including ‘technology to produce hydrogen’ and distribution. For this end, we need to provide a foundation for policy and law as well as investment and come up with a strategy of development that seeks a balance in the entire ecosystem of the hydrogen industry.” He continued saying, “I hope to see a professional and practical discussion on the tasks and prospects for a balanced development of the hydrogen economy at today’s roundtable.”

Following a congratulatory speech by Soon-Jin Yoo, Chairman of the Carbon Neutrality Committee, presentations and discussions by experts in the related fields from Taiwan, Korea, and India were taken place under the theme of ‘Energy Innovation for the Achievement of Carbon Neutrality: Discussion on Laws and Policies for the Establishment of Foundation for the Hydrogen Economy.’

Presenters included Wilson Cheng-Wei Hong, Researcher at Taiwan's Science and Technology Law Institute (STLI), Ki-Hwan Kim, Researcher at Korea Energy Economics Institute, and Nishant Bhardwaj, CEO of GGGI (Global Green Growth Institute).

The following discussion session was held on the theme of ‘Carbon Neutrality with Hydrogen Economy and Public-Private Cooperation’ with Seo-Yong Jeong, Professor at Korea University, as moderator, Gwon-Hong Ryu, Director of Energy Environmental Law Center, Yong-Hee Yoon, Attorney at Yulchon LLC, Min-Cheol Kim, Senior Research Fellow of Green Technology Center, Eun-Hye Jang, KLRI Senior Research Fellow, and Alisson H. In, Attorney at Sidley Austin LLP.
Dr. Eun-Hye Jang who organized the event and participated as a debater said, “Sustainable interest and support to carbon neutrality and consistent policy are the key factors to draw investments in the related private sector and to progress the hydrogen economy and carbon neutrality. Law is a most powerful and effective means for these purposes. The role of law is significant across all areas ranging from production of hydrogen to import and use thereof.”
