KLRI held an Academic Conference on “The Application of Inter-Korean Exchange and Cooperation Act and the Direction of Legislation Improvement

Korea Legislation Research Institute (KLRI, President Kye-Hong Kim) held a joint academic conference with Yoon-San Peace Legislative Forum under the theme of “The Application of Inter-Korean Exchange and Cooperation Act and the Direction of Legislation Improvement” at Diamond Hall of Best Western Premiere Gangnam in Seoul on November 11 (Fri).

The conference was organized to explore reasonable interpretation standards for Inter-Korean Exchange and Cooperation Act and discuss ways to reinforce rule of law in inter-Korean relations.

The conference consists of overall 3 sessions, including the opening speech on “A Study on interpretation standards of Inter-Korean Exchange and Cooperation Act” and the heated discussions were followed to analyze the related provisions.

Bo-Hyun Ham, Representative Attorney of the Saengmyeong law firm, presented the 1st session under the theme of “A Study on interpretation standards of Inter-Korean Exchange and Cooperation Act”, while the following discussion was proceeded by both Ji-Sung Ryu, Team Leader of National Unification Legislation Team at KLRI and Joo-Hyung Lee, Attorney of the Kim&Jang law firm.

In the 2nd session, Yoo-Jin Hong, Attorney of Yoon & Yang Pro Bono Foundation presented “An Analysis of the Human Exchange Provisions of Inter-Korean Exchange and Cooperation Act,” and Bo-Ram Bae, Attorney of Yoon & Yang Pro Bono Foundation presented “An Analysis of the Material Exchange Provisions of Inter-Korean Exchange and Cooperation Act.” Lastly, Gwang-Hoon Kim, Attorney of the Doing-In law firm presented “An Analysis of the provisions of Inter-Korean Exchange and Cooperation Act.”

KLRI’s President Kye-Hong Kim remarked, “The Unification Policy should be constitutional in contents as well as in procedures and inter-Korean unification also be achieved through legal integration,” and stressed that the criteria for interpreting the Inter-Korean Exchange and Cooperation Act discussed at this conference would be crucial in promoting continuous unification policies in the future.“

Meanwhile, KLRI has been conducting research on legal interpretation of Inter-Korean Exchange and Cooperation Act with analysis of the related regulations in order to minimize conflicts on legal interpretation of the act.
