KLRI held International Conference on ‘Strengthening Legislative Power of Local Government for the Era of Local Governments’
 
Korea Legislation Research Institute (KLRI, President Yeoung-Soo Han) held an international conference jointly with the Administrative Law and the Rule of Law Association under the theme of ‘Strengthening Legislative Power of Local Government for the Era of Local Governments’ at the annex of Yonsei University's Liberation Hall. 
  
This conference aimed to examine the current status of autonomous legislative power in Germany and in Japan and to discuss the direction of developing legislative power in Korea.
 
Starting with the opening remarks by Nam-Chul Kim President of the Administrative Law and the Rule of Law Association, welcoming remarks by KLRI President Yeoung-Soo Han, and congratulatory remarks by Chul-Woo Lee Chairman of Governors Association of the Republic of Korea, the conference had presentations and discussion on four topics. 
 
The first presenter, Professor Michael Branner at Yena University in Germany introduced ‘Distribution of Legislative and Administrative Powers in the Federal Republic of Germany’. Professor Marcus Möst at Germany's Bayreuth University followed him and presented the current status of German legislative power of local governments under the title of ‘The Relationship Between the German Local Government's Right to Enact Norms and National Legislation Within the Federal and State Governments.’
Next speaker, Professor Yoshinobu Kitamura at Japan's Sophia University presented ‘The Theory and Phenomenon of the Regulatory Authority in Japan’, followed by KLRI Senior Research Fellow Yoo Choi who spoke as to ‘The key issues for strengthening the legislative power of local government in Korea.’
 
The last presenter Yoo Choi introduced the current status of local autonomy and autonomous legislation in Korea and proposed ways to strengthen legislative power of local governments. In particular, he suggested that an institutional mechanism is needed to prevent direct control over local ordinances by the central government as a way to strengthen local legislative power, and emphasized that matters prescribed by law and by ordinance should be separately distinguished within a law in legislation. 
KLRI President Yeoung-Soo Han said, “I look forward to meaningful discussions for the development of the future of local autonomy at today's conference on local legislative power.”
  
KLRI conducts a number of research for the development of local councils and autonomous legislative power through Autonomous Legislative Research Projects. In particular, KLRI carries out research projects in cooperation with Ministry of Government Legislation, Ministry of Public Administration and Security, and Metropolitan and Provincial Council Chairs Association of Korea.
