KLRI-IELPA co-hosted Academic Conference

Korea Legislation Research Institute (KLRI, President Yeoungsoo Han) hosted a joint academic conference with the International Environmental Law and Policy Association (IELPA) under the theme of ‘Trend of International Environmental Law for Conservation of Marine Environment and the Regulatory Direction of Korea’ on June 30 (Fri.) at 13.30 pm at the Seminar Room which is located on the first floor of the New Wing of Lee&Ko in Seoul. 
 
The conference was designed to review the direction of the domestic legislation on marine environment and the current status and regulatory improvement measures of home and abroad on the control of hazardous and noxious substances (HNS) as part of complying with the adoption of the BBNJ agreement.

Starting with the opening speech by IELPA Chairman Hong-Kyun Kim and the welcome speech by KLRI President Han, presentations and discussion over two sessions were carried out under the themes of  ▲Biodiversity Conservation in International Waters and ▲Prevention and Control of Marine Pollution Caused by Hazardous and Noxious Substances. 
  
Session 1 discussed the impact of the adoption of the BBNJ on Korea. Dr. Chang-Yeol Lee at Korea Institute of Ocean Science and Technology presented on ‘The Key Contents and Issues of the 5th BBNJ Intergovernmental Conference Agreement’, and Dr. Seok-Moon Choi at Korea Maritime Institute presented on ‘The Direction of Improvement of the Domestic Marine Environmental Law Following the Adoption of the BBNJ Agreement.’
 
Session 2 discussed ways for regulatory improvement to prevent and respond to hazardous and noxious substances for the effective protection of the marine environment. Gye-Won Kim, head of the HT Convergence Policy Institute, presented under the topic of ‘The Current Status and Tasks of the International Environmental Convention to Prevent and Respond to the Leakage of Hazardous and Noxious Substances (HNS).’
  
At the end of the Session 2, KLRI Senior Research Fellow Eui-Pyo Hong made a presentation on ‘The Way to Improve the Legislation and Regulations on the Control of HNS in the Ocean.’ He stressed out the need for systematic procedures to respond and regulations for marine pollution and damage caused by oil, fires, and accidents by hazardous and noxious substances by comparing domestic and foreign laws on chemicals.
  
KLRI President Han said, “Korea has been actively engaged in international efforts to adopt the agreement, including participating in a high-level coalition for BBNJ. I look forward to a fruitful discussion today that help us identify international trends to conserve the marine environment and through which we can have in-depth discussion on the domestic regulations.”
 
Meanwhile, KLRI reorganized its structure this year by establishing the Regulatory Legislation Research Center as a separate independent organization and currently conducts regulatory-related research to realize  ‘New Growth Strategy 4.0 – New Technology, New Daily Life, New Market.’
