KLRI held the forum on Measures to Improve Killer Regulations for Reasonable Regulation in Individual Areas.

Korea Legislation Research Institute (KLRI, President Yeongsoo Han) held the 15th Regulatory Innovation Legislation Forum at the International Conference Room of the Korea Federation of Banks Service Building at 13:30pm on August 24 (Thurs.).  
 
The Regulatory Innovation Legislation Forum is a venue where experts in the relevant fields gather to discuss major legal issues related to regulatory innovation. The 15th forum, which was held under the theme of Measures to Improve Killer Regulations for Reasonable Regulation in Individual Areas, was broadcast live on the KLRI’s YouTube channel. 
 
The forum was divided into two sessions. The first session had presentations and discussion on regulations on chemical substances and regulations hindering the growth of venture companies, with Professor Nam-cheol Jeong at Sookmyung Women's University as moderator. 
 
In the session, Senior Researcher Sung-hoon Kim at Korea Institute of Industrial Technology presented on the title of ‘Regulatory Innovation and Future Tasks Regarding the Act on Registration and Evaluation of Chemical Substances and Act on Regulating Hazardous Chemical Substances.’ He explained the main contents of the improvement of the hazardous chemical designation and management system.
 
Senior Researcher Kyu-seok Lee at the Korea Economic Research Institute followed and presented on the topic of ‘Global top 100 Unicorn Companies and Direction for Regulatory Improvement for New Industries.’ Lee analyzed domestic regulations in the areas of shared accommodation, ride-sharing, telemedicine, and drones and also introduced overseas policies that support startups in new industries. He pointed out that the multiple competent ministries over a single industry cause in inefficiency in regulatory innovation.
 
The second session was held under the theme of regulation on new medical technology and labor market, with KLRI Vice President Hyun-chul Kang as moderator. 
 
At the session, Roh-sung, Kwak Visiting Professor at Yonsei University's Global Human Resources College presented the theme of ‘Issues on Evaluation of New Medical Technology and the Way to Improve.’ Professor Kwak pointed out, “The policy should be pushed forward from the perspective of patient,” and noted, “Korea also needs ex-ante permits and ex-post regulation for new medical technology as other countries do.”
 
The last presenter In-sang Han, head of the Environmental Labor Team at the National Assembly Research Service, spoke on ‘the Current Status and Tasks of the Bill on Labor Regulation at the 21st National Assembly.’ He introduced the main contents of the legislative bill in regard of labor regulation and shared the results of impact analysis of the bill.
 
Meanwhile, KLRI re-structured its organization and re-established the independent Regulatory Legal Research Center in 2023 and has carried out research to realize the ‘New Growth Strategy 4.0 – New Technology, New Daily Life, New Market’ as a business theme.
