KLRI and Korean Public Law Association Host 2024 Korean Public Law Scholars Conference

The Korea Legislation Research Institute (KLRI), led by President Han Young-soo, and the Korean Public Law Association, chaired by Kim Jae-kwang, jointly hosted the 2024 Korean Public Law Scholars Conference over two days, August 1 (Thursday) and August 2 (Friday), at The K Hotel in Yangjae, Seoul. The conference, themed "Artificial Intelligence and the Future Society: Public Law Responses," brought together researchers from all areas of public law to share their latest findings, discuss key issues, and explore new roles for public law.
The conference examined the public law challenges arising from the societal changes anticipated in the era of artificial intelligence (AI). Topics included fundamental rights, data privacy, taxation, environmental and energy law, and education, with discussions focusing on possible responses.
On August 1, the event began with a keynote lecture on public law responses in the AI era and a special expert lecture on AI applications. This was followed by presentations and comprehensive discussions organized by the Korean Public Law Association, the Korean Constitutional Law Association, and the Korean Administrative Law Association. Discussions centered on topics such as the protection of fundamental rights in the AI era, exploring new regulatory paradigms, and the relationship between AI and the rule of law.
On August 2, the conference was divided into three main sessions: "Legal Foundations in the AI Era," "Drivers and Institutionalization of AI in Society," and "The Spread of AI and Regulation in Daily Life." Over 30 affiliated associations, research institutes, and public institutions participated across five subgroups and a special session, examining a wide range of public law issues.
The Korea Legislation Research Institute hosted a session on "Legal and Policy Challenges in the AI Era" during the second day's third session. Moderated by Lee Sang-yoon, Head of KLRI’s Research Division, the session featured a presentation by KLRI Research Fellow Hong Sung-min on "Labor Law Challenges in the AI Era," with panel discussions by Yang Seung-yeop, Associate Research Fellow at the Korea Labor Institute, and Lee Jae-hoon, Professor at Hankuk University of Foreign Studies Law School.
KLRI Vice President Lee Soon-tae participated as a panelist in the August 1 comprehensive discussion, while Kim Jong-cheon, Director of KLRI's Planning and Management Division, moderated the fifth session on "Environmental and Energy Law in the AI Era." Other KLRI researchers, including Park Se-hoon, Choi Kyung-ho, and Kim Dong-gyun, contributed as panelists and presenters on topics such as "Legislative Challenges in the Digital Age" and "AI in the Public Sector."
KLRI President Han Young-soo stated, “It is critical to study the impacts of AI development across social, economic, and environmental domains and propose public law responses to these changes. I hope this conference fosters in-depth discussions on the evolving roles and responsibilities of the state, as well as the implications for fundamental public law rights in an AI-driven society.”
