KLRI Hosts 3rd AI Legislation Research Forum

The Korea Legislation Research Institute (KLRI), led by President Han Young-soo, held the 3rd AI Legislation Research Forum on Monday, August 19, at 2:00 PM in Small Banquet Halls 1 and 2 of the Sejong Convention Center. The forum, titled “Formation and Legislation of AI Governance,” was organized to examine trends in AI governance formation in leading nations such as the EU, the United States, and the United Kingdom, and to discuss the design of governance structures suitable for South Korea.
  
Moderated by Lee Yoo-bong, Head of the AI Legislation Team at KLRI, the forum featured presentations by three experts on AI governance in the EU, the United States and United Kingdom, and South Korea.
  
The first presenter, Lee Jae-hoon, Professor at Hankuk University of Foreign Studies Law School, delivered a presentation on "AI Governance in the EU AI Act." He explained the enforcement structure of EU law, the key functions of the European Commission, and the EU AI Office, providing insights for South Korea.
  
The second presenter, Ra Ki-won, Associate Research Fellow at KLRI, gave a presentation titled "AI Governance in the United States and the United Kingdom." Ra highlighted various governance frameworks being developed by countries to mitigate the risks associated with AI technologies and emphasized the need for South Korea to establish a central organization responsible for ensuring AI safety and to create research institutions focused on safety-related issues.
  
The final presenter, Lee Sa-bin, Research Fellow at the Korea Institute of Public Administration, discussed "AI Governance in South Korea." Lee outlined the major policies and strategies for AI advancement in the country, along with the role of the National AI Committee, which was established in 2024.
  
Following the presentations, a comprehensive discussion took place. Participants included Lee Yoo-bong (KLRI), Park Se-hoon (KLRI), Jung Won-jun (KLRI), Yoon Gil-jun (Visiting Research Fellow, KLRI), Hong Seung-heon (Korea Institute of Public Administration), Cho Sung-eun (Korea Information Society Development Institute), Moon Kwang-jin (KLRI), and government officials responsible for AI services and related legislation.
