KLRI and Ministry of Government Legislation Host 'AI and Future Legislation' Forum

The Korea Legislation Research Institute (KLRI), led by President Han Young-soo, and the Ministry of Government Legislation (MOLEG), headed by Minister Lee Wan-kyu, jointly hosted the 1st Forum for Future Legislation on Tuesday, November 12, at the Westin Chosun Hotel. The forum was themed “AI and Future Legislation.”
 
The event brought together experts from Europe, the United States, Canada, the United Kingdom, and other countries to share the latest trends in AI legislation and explore legislative directions for the responsible use of AI. Approximately 150 domestic and international experts in the AI field participated, including Han Young-soo (President of KLRI), Lee Wan-kyu (Minister of MOLEG), Yeom Jae-ho (Vice Chair of the National AI Committee), and Anders Rasmussen (Deputy Secretary-General of the European Parliament).
 
In the keynote speech, Juha Heikkilä, AI Advisor to the European Commission, introduced the EU’s approach to trustworthy AI. He outlined EU support for AI research, the structure and key features of the world’s first AI regulation, the EU Artificial Intelligence Act, and the EU’s international efforts to lead the field of AI legislation.
 
The first session, titled "Legislation for AI Innovation and Trust," examined AI legislation in major countries, including the United States, the EU, and the UK.

The second session, titled "Future Legislation to Support AI Utilization," featured a presentation by Dorota Lost-Sieminska, Head of Legal and External Relations at the International Maritime Organization (IMO), who shared the IMO’s latest AI legislative trends. Lee Yoo-bong, Head of KLRI’s AI Legislation Team, followed with a presentation titled “Legislation for a Future Society Coexisting with AI in the Workplace.”
  
The discussions following the presentations addressed institutional support for human-AI collaboration and the introduction of AI in government administrative services.
  
KLRI President Han Young-soo stated, “At this pivotal moment when the world is concretizing discussions on AI legislation and governance, it is meaningful to host a forum where experts from various countries gather to explore directions for collaboration. Based on these discussions, KLRI will strive to lay the legal foundation for the stable development of AI technology as a national research institute.”
  
Meanwhile, KLRI established the AI Legislation Team in 2024 to develop, improve, and create new legislative systems from a comprehensive perspective, promoting AI development, innovation, and utilization while minimizing risks and side effects.
