KLRI Hosts International Conference with Legal Experts from 16 Asian Countries

The Korea Legislation Research Institute (KLRI), led by President Han Young-soo, held the 20th Asian Legislative Information Network (ALIN) International Conference on "Good Legislative Practice: Strategies to Improve the Quality of Legislation in Asia" over two days, November 30 (Saturday) and December 1 (Sunday), at the Indian Legislative Research Institute.
ALIN, established in 2005 and operated by KLRI as its secretariat, aims to enhance mutual understanding and cooperation through legislative information exchange among Asian countries. This year marks the network’s 20th anniversary.
Currently, ALIN has 37 member institutions, including law schools, research institutes, and government agencies across 20 Asian countries. Over the past two decades, ALIN has consistently organized annual general meetings, academic conferences, and joint research projects, maintaining its active role in promoting legislative collaboration in Asia.
This year’s conference brought together experts from 16 Asian countries, including Japan, Indonesia, and Mongolia, who shared insights into their countries' legislative procedures and the latest legislative trends. Presenters analyzed both successful and unsuccessful cases to identify effective legislative policies and discussed strategies for improving the quality of legislation in Asian countries.
KLRI President Han Young-soo emphasized, “Good legislation is a critical foundation for upholding the principles and values of society. When laws are overly complex, inconsistent, or redundant, they can hinder the positive functioning of society and undermine the rule of law.” He further expressed hope that the conference would provide an opportunity to analyze the factors contributing to both good and bad legislation and explore diverse strategies for enhancing the quality of legislation across Asia.
Meanwhile, KLRI has operated ALIN for 20 years with the goal of fostering legislative cooperation among Asian countries. Additionally, the institute conducts training programs on Korean law for legislative practitioners from foreign governments and research institutions, contributing to international collaboration and exchange.
