KLRI Hosts Joint Academic Conference on "The Advent of the AI Era and Structural Changes in Social Order"

The Korea Legislation Research Institute (President Yeong-soo Han) hosted a joint academic conference with the Korea Society of Internet Ethics, KISDI, and KDI on Friday, May 30th, at Dongguk University's Hyehwa Campus. The conference was themed "The Advent of the AI Era and Structural Changes in Social Order."
This conference was organized to explore legal and ethical responses based on an in-depth understanding of the structural changes AI technology's advancement brings to society as a whole. Experts from diverse fields including law, philosophy, policy studies, economics, and media participated, leading to lively discussions.
At the conference, Myeong-ju Kim, Director of the AI Safety Institute, delivered a keynote presentation titled "AI Ethics and AI Safety." Subsequent sessions featured presentations and discussions centered on social responsibility in the AI era, user protection, the role of media, and the legal basis for technology regulation.
Presenters from various institutions, including the Korea Development Institute (KDI), the Korea Information Society Development Institute (KISDI), the Digital Policy Research Institute, and Lee & Ko Law Firm, participated in each session. Topics included: ▲The Rise of Virtual Identity and Personification Issues ▲Legal Challenges in the Ethical Use of AI ▲Media Companies' Use of AI and Their Resulting Social Responsibilities.
Kee-won Ra, Associate Research Fellow at the Korea Legislation Research Institute, presented on "Legislative Policy Analysis and Normative Evaluation of the EU AI Accountability Directive." He analyzed the background behind the withdrawal of the EU's AI Liability Directive (AILD) and future legislative issues, offering implications for establishing liability regulations for illegal acts arising from AI technology use in Korea.
Additionally, Research Fellow Won-gyu Jang and Associate Research Fellow Hyo-seong Bae participated as discussants, adding in-depth commentary on each presentation topic.
Yeong-soo Han, President of the Korea Legislation Research Institute, stated, “As the development of artificial intelligence technology has a wide-ranging impact on our society and daily lives, legal and ethical discussions to institutionally support this are extremely important. I expect meaningful discussions on AI utilization to unfold at this conference.”
Meanwhile, the Korea Legislation Research Institute established an AI Legislation Team in 2024 to continuously conduct relevant research. This initiative aims to address the need for comprehensive legal system revision, improvement, and new legislation, promoting the development, innovation, and utilization of AI technology while minimizing associated risks and adverse effects.
