KLRI Holds Joint Academic Conference to Explore Fiscal Legal Challenges

The Korea Legislation Research Institute (President Yeong-soo Han) held an academic conference on Thursday, June 12, at 1:00 PM at Chungbuk National University Law School. Co-hosted with the Korea Public Finance Law Association and Chungbuk National University Law Research Institute, the conference addressed the theme “Fiscal Legal Challenges in Responding to Social Change.”
This conference was organized to explore the development direction of fiscal legislation to effectively address the challenges faced by national and local fiscal systems amid rapidly changing social structures, including low birth rates, aging populations, climate crises, and digital transformation.
Part 1, themed “Challenges in National Finance,” was moderated by Hyun-sook Cha, Head of the Department of Legislative Innovation at the KLRI. Dong-gyun Kim, Head of the Depopulation and Local Extinction Response Legislation Team at the KLRI, presented on “Constitutional Issues in National Finance in the Era of Population Crisis - Focusing on Fiscal Constitution,” while Nam-wook Kim, Professor at Songwon University, presented on “Direction of Tax Incentives in the Era of Population Decline.”
Team Leader Dong-gyun Kim explained the impact of population decline on national finances and the importance of national finances in effectively responding to social and environmental changes. He proposed a developmental direction for national finances and suggested directions for constitutional amendment discussions to support this.
Part 2, themed "Challenges in Local Finances," was moderated by Professor Ju-young Kang of Jeju National University. Professor Seon-gyun Jeong of Sogang University presented on "Increased Welfare Demand Due to an Aging Population and Fiscal Soundness," Professor Yu-ho Shin of Dankook University discussed "Issues and Development Strategies for Local Allocation Taxes in a Low-Growth Era," and Professor Han-sang Jo of Cheongju University presented "Current Status and Challenges of Higher Education Financial Support for Building a Regional Development Ecosystem: Focusing on RISE," leading to a lively discussion.
Following the presentations in Part 1 and Part 2, a comprehensive discussion took place. Participants included Senior Research Fellow Choi Hwan-yong from the Korea Legislation Research Institute, Professor Kim Soo-yeon from Jeju National University, and President Shin Jeong-gyu of the Korean Association of Fiscal Law, who shared in-depth opinions.
Yeong-soo Han, President of the KLRI, emphasized, “Systematic revision of fiscal legislation is required to effectively address complex social issues. This academic conference will serve as an opportunity to lay the groundwork for substantive legal improvements across national and local finances.”
Meanwhile, the Korea Legislation Research Institute is conducting a "Legislative Research Project on Responding to Population Decline and Regional Extinction." This project analyzes the causes and impacts of demographic shifts, proposes national policy directions, and develops plans for establishing supporting legal systems.
