KLRI held the 16th National Unification Legislation Forum

Korea Legislation Research Institute (President Kye-Hong Kim) invited Mr. Yeon-Chul Kim, Chairman of the Korea Peace Forum and Former Minister of Unification, to be a guest speaker at the 16th National Unification Legislation Forum with the topic of ‘2021 Prospect on the South and North Korean Relationship and Direction for Related Legislative Study’ at Lotte Hotel's Bellevue Suite on April 9 (Fri). 
 
“We should take the lead in preparing for peace and unification as a main player in the circumstances around the division just like we always have done.” said the KLRI President Kim said in his opening speech. “I hope this forum will serve as an opportunity to find out the types of research and projects we should carry out along with the governmental policy in order to make the peninsula a land of peace and prosperity."
 
Yeon-Chul Kim, Former Minister of Unification and Chairman of the Korean Peninsula Peace Forum, discussed the situation on the Korean Peninsula, which stands at a major inflection point due to the COVID-19 pandemic and the U.S. presidential election, and suggested ways to study unification legislation. 
 
In particular, he analyzed in his speech the North Korea’s quarantine trends and changes in the international situation since the inauguration of the Biden government, and proposed research on land ownership of the demilitarized zone, peace agreements, and protection of property rights at the Gaeseong Industrial Complex.
 
Discussion was taken place following the presentation with officials from government including Ministry of Government Legislation, Ministry of Justice and Ministry of Unification, and experts from the legal and research field and the academia. 
 
KLRI has held the National Unification Legislation Forum since 2016 in order to encourage in-depth discussion on legislation related to unification and thus, enhancing the research capability and contributing to the legislation on unification. The Forum is planned to be taken place quarterly in 2021. 
 
Previous guest speakers invited to the Forum include Former Minister of Unification Se-Hyun Chung, Chairman of the Gaeseong Industrial District Foundation Jin-Hyang Kim, and Vice President of the Far Eastern Federal University of Russia Natalia Prisekina.
