2021 KLRI-KAFL Joint International Conference

Korea Legislation Research Institute (KLRI) (President Kye-Hong Kim) held a joint international conference with Korean-French Law Association (KAFL) under the theme of ‘The Legal foundation of Digital Society’ at the KLRI’s Smart Conference Room and at Law Research Institute of the Korea University of Foreign Studies (Room 801) on April 30 (Fri., 4pm). The event was held virtually using a video conference system to prevent the spread of COVID-19. Forty scholars and experts from Korea, Japan, Indonesia and France participated in this conference. 
 
The conference was taken place to provide a forum of sharing theoretical views and experiences of designing legislative policies and strategies on new technologies for digital society such as AI and big data, thus laying the foundation for drafting domestic legislation.
 
KLRI’s president said in his welcome speech that the recent shift to digital society has been one of key legal issues of the international community. He said, “Particularly, the use of new technologies would lead to a paradigm shift across the society including the environment, labor, and welfare, beyond economic value creation.” He continued saying, “Experiences and legislative know-how that were shared and discussed at the conference today would pave a way to design long-term legislative strategies that would allow the co-existence of current generation and future generation.”
 
The conference had two sessions. The first session had three speakers, namely Kyung-Ho Choi, KLRI Senior Research Fellow, Mariko Nakamura, professor at Chuo University in Japan, and Eddie Lisdyono, professor at the UNTAG in Indonesia. The second session had Nyoman Gede Antaguna and Nynoman Putu Buddyarta, professors at Warmadewa University in Indonesia, and Herrera Carrot, professor at Cerge-Pontoise University in France. Each presentation session was followed by discussion session. 
 
KLRI plans to use what have discussed at the conference as legislative materials for further research and reports and also to expand its research network for establishing legal foundation of digital society.
