KLRI-KILA Joint Academic Conference

Korea Legislation Research Institute (KLRI) (President Kye-Hong Kim) held a joint academic conference with Korea Internet Law Association (KILA) on May 7 (Fri., 1:30pm) under the theme of “Regulatory Innovation for Internet Platform : Issues and Implications of the EU Digital Service Act.”
 
The conference was taken place in accordance with the internal and external opinions which called for balanced regulatory measures on Internet platforms at a time when the social and economic influence of Internet platforms is increasing. Twenty experts in the related domestic areas participated in the presentation and discussion sessions at the conference.
 
The conference particularly looked into the amended details of the EU’s Act which has recently brought up vigorous discussions in relation to the direction and contents of regulations on Internet platforms. Active discussions were made at the conference to find a proper innovative regulatory measure that would fit the Korean Internet industry. 
 
The conference, consisting of three sessions with five sub-themes, began with the keynote speech of Myung-Sun Yoon, emeritus professor at Kyunghee University, with the title of ‘Characteristics of Cyberspace and Legal Response’. Chang-Beom Lee, advisor at Kim & Chang was followed with his presentation on ‘Overview of the EU Digital Service Act’, which was followed by the presentation on ‘The Digital Service Act from the Perspective of Legal System’ by Byung-Joon Lee, professor at Hankuk University of Foreign Studies. Hye-Ryeon Chung, professor at National Police University presented on ‘The Digital Service Act from the Perspective of Competition Law’ and Jin-Hee Kim, researcher at Korea University's Law Research Institute, presented on ‘The Digital Service Act from the Perspective of Content Regulation’. In the last session, Yong-Hyuk Jo, head of the KLRI’s Regulatory Legislation Research Center, introduced Korea’s legislative trends related to platform regulations with the title of ‘The Implications of the Digital Service Act and the Way to Develop Platform Regulations in Korea." Each presentation was followed by in-depth discussion.
 
KLRI President Kim said in his opening remarks, “The European Union has implemented the so-called P2B (Platform-to-Business) Regulation since July 12, 2020 to enhance fairness and transparency of online platforms.” He continued saying, “We cannot effectively regulate the new phenomenon of Internet platforms with the outdated measures. Thus, we need to seek a legislative alternative of regulations on Internet platforms for the development of Korean Internet industry.”
 
KLRI established the Regulatory Legislation Research Center in 2021 to promptly overhaul regulations that hinder the development of new industries and new technologies and to support legislative efforts on regulatory innovation for major industries.
 
KLRI would continue facilitating in-depth discussion of experts on Internet platform regulation and build a wider research network in this field.
