KLRI held the 8th 2021 Regulatory Innovation Legislation Forum

Korea Legislation Research Institute (President Kye-Hong Kim) held the 8th 2021 Regulatory Innovation Legislation Forum under the theme of “Data Regulatory Innovation in Digital Transformation: Influence and Prospects of Industry” on June 10 (Thur.). The event was held live online to prevent the spread of Covid-19 amid much attention from participants.
 
The event was designed to discuss important issues in data regulatory innovation and estimate its impact on and prospects of the industry, as data has recently become a new driving force with the acceleration of digital transformation.
 
In the first session with the sub-theme of ‘Promoting Use of Information and Institutional Challenges’, Eeong-Joon Jeon, attorney at Logos, presented on ‘Institutional Tasks for Pseudonymisation and Credibility.’ Discussion with So-Young Yoo, professor at Big Data Research Center at Asan Medical Center in Seoul, Cheol-Hee Jeon, Division head of SK C&C, Dong-Wook Shim, head of the Korea Internet Promotion Agency followed the presentation. 
The second speaker Chang-Beom Lee, professor at Yonsei University Graduate School of Law, presented on ‘The Use of Personal Video Information and Trend of its Regulation and Legislation.’ Discussion afterwards had Young-Ki Song, CEO of Spring Cloud, Ji-Hyung Han, CEO of Autonomous A2Z, and Yong-Hyuk Jo, head of Regulatory Legislation Research Center at KLRI to discuss on legal challenges in using video information.
 
In the second session with the sub-theme of ‘Rights of New Information Subject in the Age of Intelligence’, Noh-Hyung Park, professor at Korea University School of Law, presented ‘Introduction of Rights - Exclusion from Automated Decision-Making under Personal Information Protection Act.’ The following discussion had Jin-Kyu Lee, director of Naver, Jong-Yoon Kim, CEO of Scatter Lab, and Eun-Jung Kwon, associate researcher at the Information Society Development Institute. They discussed on the impact of the new regulations of the rights on the industry. The last speaker was Won-Joon Jeong, KLRI Research Fellow spoke on the ‘Conceptual Expansion of Rights in Personal Data Portability and Future Tasks.’ Jung-Woon Lee, attorney at Bank Salad, Tae-Hoon Im, professor at Korea University Convergence Institute, and Il-Kwon Bae, data planner at the 4th Industrial Revolution Commission participated in discussion afterwards. 
 
The Regulatory Innovation Legislation Forum has been held annually since 2019 and covered a various range of subjects with experts from all relevant fields. Previous subjects discussed last year include ‘Regulatory Innovation Strategy in the Contact-Free Era (the 4th Forum)’, ‘Legal and Political Challenges after Amendment of Three Data-related Acts (the 5th Forum)’, ‘Data Economy Era, Ownership and Monopoly of Data (the 6th Forum)’, and ‘Legislative Response and Evolution Along With the Innovation of A.I. (the 7th Forum)’. 
 
Starting with the 8th forum this year, KLRI plans to hold the 9th Forum on the emerge of the metabus industry and relevant legal issues and the 10th Forum on Korean style

legal policy tasks, as well as the 10th forum to discuss the achievements and future countermeasures.
