KLRI held the 33rd Anniversary Academic Conference

Korea Legislation Research Institute (KLRI, President Yeoungsoo Han) held an academic conference to commemorate its 33rd anniversary under the theme of ‘General Act on Public Administration and the Future of Administrative Law’ on July 21 (Fri.) at El Tower El House.
 
The academic conference was designed to discuss the issues that emerged after the enactment and implementation of the General Act on Public Administration which is the first administrative and to explore the direction of the administrative law.
 
The conference was opened with the opening remarks by KLRI President Yeongsoo Han, welcome remarks by Keung-Sik Jeong President of Korea Legislation Association, and congratulatory remarks by Sang-Cheol Park Chief of National Assembly Research Service. Jeong-Seon Hong, Co-chairperson of the National Administrative Legislation Committee made a keynote speech on ‘The Development of the General Act on Public Administration.’
  
In his presentation, Chairman Hong looked back on the two years of the enforcement of the General Act on Public Administration and looked into the direction of the development of the Act. He stressed out the meaning of the enactment of the Act and also suggested various ways of revising the Act including the direction of revision and amendment of the Act and the combined law of the Act and other related laws. 
 
Following that, KLRI Senior Research Fellow Ok-Sun Baik presented on ‘The General Act on Public Administration and the Relationship with the Administrative Legislation.’ Discussants were Professor Joo-Young Kang at Jeju National University, Professor Ji-Young Kim at Daegu University, and Professor Jae-Hoon Lee at Sungshin Women's University.
  
Next, Professor Jae-Kwang Kim at Sunmoon University presented the theme of ‘The Direction of Revision of the General Act on Public Administration.’ Discussants were Professor Myung-Yong Kim at Changwon University, Director Jong-Cheon Kim at KLRI’s Regulatory Legislation Research Center, and Professor Gwi-Hyun Han at Suncheon University.
 
Finally, the comprehensive discussion session was held with moderating by KLRI President Han. Discussants, Professor Byung-Ki Kim at Chung-Ang University, Professor Min-Ho Kim at Sungkyunkwan University, Keok-Bong Bang Director-General of Legislation Policy Bureau of the Ministry of Government Legislation, Kyu-Beom Cho Team manager of Legislation and Judiciary Team of the National Assembly Research Service, and KLRI Senior Research Fellow Hwan-Yong Choi, discussed the direction of the administrative law. 
 
KLRI President Han said, “It’s been two year since the General Act on Public Administration was enacted for the first time in history with the efforts of many experts. I hope that today’s conference contributes to the meaningful discussion on the direction and tasks for polishing the administrative law.”
 
Meanwhile, KLRI marks its 33rd anniversary this year. As the only legislative research think-tank in Korea, the institute publishes about 300 research reports a year. Its 14th President Han who took the office last March established a vision of ‘Designing the Future, Korea’s Legislative Think-Tank K.L.R.I’ and presented the Korean style legislative strategy through which it leads and carries out pre-emptive legislative research to drive the future.
