KLRI-MOLEG-NKLS held a joint conference

Korea Legislation Research Institute (KLRI, President Yeongsoo Han) held an academic conference jointly with the Ministry of Government Legislation (MOLEG), Korea Society of Unification & North Korean Law Studies (NKLS) at 10:30 a.m. on September 15 (Fri.) at Maehwa Hall of the Press Center in Seoul, under the theme of ‘U.N. Sustainable Development Goals (SDGs) and Environmental Legislation Reform between South and North Koreas.’
 
The conference was designed to explore joint solutions to environmental problems between the two Koreas through discussions on North Korea’s environmental legislation and policies, the direction of possible integration of environmental legislation between the two, and ways to improve legislation for inter-Korean environmental cooperation. 
 
The joint conference began with the opening speech of Minister of Government Legislation Wan-kyu Lee, the welcome speech of KLRI President Yeongsoo Han, and the congratulatory speech of NKLS President Jung-won Park and followed by presentations and discussions on three topics.
 
Senior researcher of Korea Institute of Environment Sang-woon Han gave a presentation on the theme of UN Sustainable Development Goals and the Analysis of North Korea’s Environmental Legislation and Policy, and Hyung-seop Lim, a lawyer at Lee&Ko (Gwangjang) spoke on UN Sustainable Development Goals and Direction of Integrating Inter-Korean Environmental Laws. 
 
Finally, KLRI Researcher Ji-sung Ryu presented the theme of ‘Ways to Improve Legislation for Implementing the UN Sustainable Development Goals in the Environmental Sector on the Korean Peninsula.’
 
Dr. Ryu introduced the inter-Korean green detente policy being pursued by the current government and suggested the direction of improving domestic law to promote green detente. In addition, the form of multilateral treaties through solidarity with the international community was also proposed as one of the ways.
 
Comprehensive discussion was followed the presentations. Professor Dae-in Kim at Ewha Womans University’s School of Law, Director Hae-jung Lee of the Unification Economy Center at Hyundai Economic Research Institute, and Professor Hyun-jin Sohn at the Peace Research Institute of Hiroshima City University attended as discussants.
 
KLRI President Han said, “Environmental issues are serious international problems that cannot be addressed by individual countries. The improvement of environmental laws and environmental policies in line with the U.N. Sustainable Development Goals is an important task for both South and North Koreas and a good opportunity for the two Koreas to cooperate and communicate with each other.”
 
Meanwhile, KLRI conducts research projects necessary for revising the current inter-Korean relations and unification-related legislation and holds academic conferences and Unification Law Forum. It published North Korean Legal Glossary previously.
