KLRI held a conference on Improvement of Quality of Life in Local Areas and Legislative Evaluation

Korea Legislation Research Institute (KLRI, President Yeongsoo Han) held a conference under the theme of Improvement of Quality of Life in Local Areas and Legislative Evaluation at the Conference Room (#410) of the Industry-Academia Cooperation Building (4th fl.) of Sunchon National University on October 6 (Fri.) at 1:30 pm. The conference was designed to discuss laws and institutions that are important for local life.

The conference held presentations and discussions for four topics. Prior to the session, Jae-hwang Chung, Emeritus Professor at Sungkyunkwan University School of Law gave a keynote presentation under the theme of Legislative Evaluation to Improve the Quality of Life of Residents and Implement Constitutional Principles.

The first speaker, Dae-sung Kim, Director of Dept. of Research on Society and Culture at Jeonnam Research Institute, presented on Online Policy Platform of Local Governments in Response to Government Legislation, followed by Kyung-ho Choi, Team manager of KLRI Legislative Research and Evaluation Team, and Chan-sung Lee, Manager of Dept. of Tourism of Suncheon City.

The next speaker, Hyun-sook Cha, KLRI Senior Principal Research Fellow spoke on the importance of legislative evaluation in her presentation on Current Status of Legislative Evaluation on Ordinances and Way to Improve It. She also introduced the current status of legislative evaluation for municipal ordinances of each municipal governments. Discussants for the presentations were Sung-jin Rye, Professor at Dongui University, and Joon-hyung Hong, Manger of Legislative Evaluation Team at the Chungnam Provincial Council.

Jin-soo Lee, Professor at Seoul National University Graduate School of Public Administration, then presented Legislative Evaluation on Legislation to Respond the Extinction of Provinces. Following after that, Won-joong Kim, Professor at Cheongju University, and Dr. Seung-yeop Kyeob at Anti-Corruption and Civil Rights Commission, presented Research on the Relationship between Autonomous Police System and Security of Residents. 

The session discussants were Soo-yeon Kim, Professor at Jeju National University, Dr. Jin-woo Cho at Korea Expressway Cooperation Research Institute, Kyung-rae Kang, Director of Suncheon Police Station, and Seung-hye Wang, KLRI Senior Research Fellow.

KLRI President Han said, “I think legislative evaluation is a tool for a positive impact on legislative development because it provides outcomes of a bill before and after its implementation. I hope that we can see different, valuable opinions that contribute to leveling up legislative evaluation.”

Meanwhile, KLRI conducts research that supports in measuring effectiveness based on data in the legislative process, conducting legislative evaluation to collect opinions from various stakeholders, and revising them for better legislation.
