KLRI held the 17th Regulatory Innovation Legislation Forum

Korea Legislation Research Institute (KLRI, President Yeongsoo Han) held the 17th Regulatory Innovation Legislation Forum under the theme of New Industry Regulatory Innovation Platform: Establishment and Legal Tasks of the Regulatory Sandbox System with invited experts from the academia, research institutions and the government on October 31 (Tue.) at 1:30 pm.

 

This forum was held in the International Conference Room of the Korea Federation of Banks Service Building and broadcasted live on the website of the KLRI Regulatory Innovation Legislation Forum.

The Regulatory Innovation Legislation Forum is a venue for experts in the relevant field to gather and discuss major legislative issues on regulatory innovation. The 17th forum was held to discuss the establishment of a regulatory sandbox system, regulatory strategies for legal challenges, and legislative tasks in relation to the government’s new industry regulatory innovation platform.

 

The presenter at Session 1, Min-young Cho, Director of New Digital Industry System Dept. of Ministry of Science and ICT, presented on Laboratory for Digital Innovation, ICT Regulation Sandbox. She explained the ICT regulatory sandbox, the procedure, measure for support, outcomes, and future development plans.

Next presenter, Kyung-jin Hwang, Director of Policy Information and Evaluation Project of KOSI presented under the theme of Cases of the Regulatory Sandbox System under the Regional Special Zone Act and Related Legal Tasks. Hwang explained the background, progress, and status of the introduction of the regulation-free special zone, and proposed measures to improve the quality of the zone which can lead to regional development as well as deregulation.

The last speaker, Professor Noh-sung Kwak at Yonsei University, presented the theme of Regulatory Sandbox from the Consumer’s Perspective. He pointed out the difference in evaluation by the government and by the industry in the process of operating the regulatory sandbox system, and spoke challenges and measures for improvement.

Session 2 was a discussion session with Jong-cheon Kim, Director of KLRI Regulatory Legislative Research Center as moderator. Active discussion was made with invited experts from the government, research institutes, and the academia.

Panel discussants included Kyung-jae Rye, Director of Korea Startup Forum, Jae-hoon Lee, Professor at Sungshin Women's University, Si-gang Song, Professor at Hongik University, Won-joon Jeong, KLRI Senior Research Fellow, Yoon-hee Choi, Senior Principal Research Fellow at Korea Institute for Industrial Economics and Trade, Yong-hyun Yang, Director of Regulatory Research Center at Korea Development Institute, Joong-geun Sohn, Director of Regulatory Legislation Innovation Dept. of Ministry of Government Legislation, and Min-seop Song, Director of Regulatory Reform Office of the Office for Government Policy Coordination.

Meanwhile, KLRI established Regulatory Legislative Research Center as a separate independent organization in 2023 and conducts research on regulation after setting up regulatory legislative research as business theme to realize the New Growth 4.0 StrategyNew Technology, New Daily Life, and New Market.
