Korea Legislation Research Institute (KLRI, President Yeong-soo Han) hosted the International Forum on Local Autonomy Legislation jointly with the Ministry of Government Legislation (MOLEG), Governors Association of the Republic of Korea (GAOK), and Korean Local Government Law Association (KLLA) at the Grand Ballroom of the Korea Advertising and Culture Center on December 8 (Fri.).

The international forum was held under the theme of ‘balance of legislative and financial powers between the central and local governments’ and ‘participation of local governments in the legislative process of the central government.’ The forum was designed to explore overseas best practices of decentralization and to discuss practical alternatives applicable to Korea.

The forum was started with the opening speech by Minister Wan-kyu Lee of Government Legislation, and the welcome remarks by KLRI President Yeong-soo Han and GAOK chairman Cheol-woo Lee, and congratulatory remarks by Commissioner of Local Government Era Commission Dong-gi Woo, and KLLA President Cheol-ho Choi.

KLRI Presdient Han said, “I hope that the topics discussed here present implications for the direction of policy research and also contribute to establishing direction for the future of our local autonomy.”

Meanwhile, KLRI conducts a number of studies for the development of local councils and local autonomous legislative power through its research project on local autonomous legislation. In particular, it is in close cooperation with the Ministry of Government Legislation, the Ministry of Public Administration and Security, Governors Association of the Republic of Korea, and other municipal and provincial councils.
