Korea Legislation Research Institute (KLRI, President Yeong-soo Han) held a joint academic conference with Korean Comparative Public Law Association (KCPLA, Chairman Ki-chun Lee) under the theme of ‘Safety Regulation from the Perspective of Public Law – with a focus on inter-relationship between freedom and safety’ at conference hall of Komodo Hotel on December 14 (Thur., 1 p.m.).

This joint academic conference aimed to identify regulatory concepts and basic principles of regulatory legislation in the field of safety by examining the current status of regulations of major countries that have carried significant meaning in the field of regulatory legislation. It also aimed to establish an inter-relationship between safety, regulation, and freedom in order to draw up implications for the improvement of regulatory legislation in Korea.

KLRI President Han said in his opening speech, “It is very important to promote and support in commercializing new industries and new technologies by introducing a comprehensive negative conversion. This means a regulatory sandbox system (rapid identification of regulation, provisional permission, and special cases for demonstration) so that old regulations can be removed and new industries can be revitalized.”

Meanwhile, the KLRI’s Regulatory Legislation Research Center has conducted various studies this year for the purpose of ‘New Growth 4.0 Strategy- New Technology, New Daily Life, and New Market’, including research on enactment of the comprehensive Regulatory Sandbox System Act, research on self-regulation – metabuses, regulatory improvements for the revitalization of the food technology and cooperative robot industries, education and training regulations, new growth strategies and regulatory laws of major countries, and theoretical research on public law over regulations.
